What should it do - let you assign your own costs to the paths being evaluated, or simply reject some of them?

Currently in the application I am developing we use this event to test the validity of the connection as defined by the business rules.  Thus, when an arrow is being rerouted we would use this event to either allow or prevent the rerouting of the arrow.
